WKIPS delegation meets CM
ITANAGAR, Oct 7: A delegation of West Kameng Indigenous People’s Society (WKIPS) headed by its patron, Parliamentary Secretary, DHPD Phurpa Tsering and Parliamentary Secretary PHED Kumsi Sidisow today met Chief Minister Nabam Tuki at his office chamber. The delegation discussed regarding the upcoming West Kameng Indigenous Festival. WKIPS is the umbrella organization of the district which brings all the major tribes into a single platform. Two GNMs and 2 ANMs each from Tirap, Changlang and Lower Subansiri district attended the training which was conducted by Dr D. Dutta, gynecologist, CHC Ruksin and Dr J Darang, gynecologist of General Hospital, Pasighat with technical support of T Taggu, HE, SBA training facilitator.
Besides theory classes, the trainees were given hands on training on conduct of ANC in OPD. Emphasis was given on pantograph plotting during deliveries and individually conducted deliveries, laboratory test for pregnancy and hemoglobin estimation etc.

Mein seek reason for dismissal
ITANAGAR, Oct 7: Its game of wait and watch as there is no word yet on what actions are being taken a day after Chief Minister Nabam Tuki is reported to have recommended to the Governor Jyoti Prasad Rajkhowa for dismissal of four cabinet ministers.
Raj Bhavan is reported to have received the recommendations but with the Governor currently out of state on official engagements, it is unlikely that a decision will be taken before Oct 11.
The names of Agriculture Minister Chowna Mein, Panchayati Raj Institutions and Cooperative Minister Kumar Waii, Women and Child Development Minister Wanglin Lowangdong and Food and Civil Supplies Minister Kamlong Mossang are believed to be in the list. Sustainable Mountain Development Summit – IV opens
ITANAGAR, Oct 7: Chief Minister Nabam Tuki said that government of India should seriously think about equipping the mountain states with adequate resources. He was speaking at the opening of the IVth Sustainable Mountain Development Summit which started in Itanagar on Wednesday.
Chief Minister said that the role of Union Government is paramount in providing an umbrella for all the mountain States, preferably in the form of a separate Ministry.
Chief Minister added that issues and challenges emerging from replacement of Planning Commission with NITI Aayog and recommendations of the 14th Finance Commission need to be discussed and overviewed specifically with regards to the mountain states.
He suggested that mountain states come in one platform to think together for a sustained existence for the sustained existence of the mountains.
Union Environment of state for Forest Minister Prakash Javadekar, in a message, said the Centre has earmarked Rs 150 crore for a detailed study of the Himalayan ecosystem.
He said that during the Winter Session of the Parliament, a meeting of MPs from the mountain states will be convened to discuss the issue.

The consultations were held on climate change and disaster risk reduction, tourism and climate change and environmental governance for effective climate change adaptation.
The major recommendation for disaster risk reduction included climate modelling, hazard resilient local action plan with focus on reconstruction and resilience, etc., while recommendations for tourism and climate change included switching to low volume and low impact community based ecotourism, development and popularization of alternative destinations.
The experts stated that environmental governance for effective climate change adaptation must redefine development goals, improve the governance giving due regard to gender equity and traditional knowledge of communities of North East Region.
Former Chief Secretary of Nagaland Alemtemshi Jamir, who inaugurated the consultation, stressed on scientific approach in adapting to the changing climate scenario in the Himalayan region. Though NE state have prepared State Action Plans for Climate Change (SAPCC) to mitigate and adapt the climate change impact in the region, mechanism of implementation of SAPCC needs to be properly developed for entire NE region, he said.
He further mentioned that governance issues needs to be seriously focused for NER and development of the region should be based as per its carrying capacity with due emphasis on designing of appropriate development models and policies, keeping in view the unique geomorphology of the region.

Terming the dismissal of the two MLAs unconstitutional, the ASF in a memorandum to the Governor said that the resignation drama of the two Congress MLAs exposed the dirty politics prevailing in the state.
The entire process has made mockery of the democracy. It is tantamount to besieging the entire parliamentary and legal legislative process and holding the will and aspiration of the democratically elected representative at ransom to whim and fancies of an individual or coteries of people who want to make this state a totalitarian state, the memorandum said.
Entire fiasco warrants a thorough investigation, the federation said adding that the State Governor should constitute a high power inquiry committee to dig out the truth.

Congress should not punish people of Arunachal
The ongoing political turmoil once again raises serious question mark over the role of central Congress leadership in running party in the state. Time and again Congress party has allowed rebellion to go out of control which not only affects the developmental activities but also creates law and order problem in the state. In the year 2011 after the unfortunate death of the then Chief Minister Dorjee Khandu in a chopper crash, Arunachal witnessed intense power struggle.
Just month after late Jarbom Gamlin assumed office of Chief Minister, the dissidence activities started in the state. At that time present Chief Minister Nabam Tuki who was APCC President and also a senior cabinet minister rebelled against Gamlin. For almost 5 months state witnessed massive breakdown of law and order and development took back seat. At that time, had the central Congress leaders intervened in right time the situation could not have gone so bad. The delay in clearing the air over leadership cost state dearly. Now history is being again repeated. Though there is strong rebellion growing in the state Congress, the central leaders are once again keeping mum. As some of the ministers and parliamentary secretaries are camping in Delhi, it is badly affecting the developmental process. The whole state is silently praying that the fight between Congress leaders does not spill over into the streets. If that happens, it will badly hurt the social fabric of this tribal state.

Political dissidents in Arunachal are not new especially when the ruling party of
the State is different from the party that rules at the centre. Leaders and people
alike refuse to learn lessons from the past. The fresh rounds of dissident movements
making the news are only creating more trouble for the Congress-
In the short modern political history of Arunachal dissidents movements that happened on numerous occasions have only brought miseries to the people because it affects the developmental activities. History is testimony that a new regional party formed out of defections to align with the ruling party at the centre has only short lived with change of guards at the centre. It is known to people that such political arrangements are temporary in character driven by greed for power with opportunism as its ideology. The news report that BJP is open to the idea of dissident Congress leaders joining force to form the government in Arunachal, said by a senior BJP leader in the state, makes BJP a party with no difference. Is BJP ready to take that risk after all politics is all about perceptions. Aya ram gaya ram politicians should be shunted from public life.

Technical expertise is necessary
for some departments
Dear Editor,
It is well known that in most of the state and central govt departments, mechanical/automobile engineers are not meant for designing/manufacturing of vehicles, equipments and plants rather their task is to maintain and repair the machinery that are used in the department.
The exact nature of job is to manage spare parts through procurement or otherwise and supervise repair and maintenance works besides managing its staff which include mechanics, electricians, welders, turners, drivers etc.
I am a mechanical engineer working in central govt department. As per my experience, mechanics and other trades can undertake only routine jobs. They are unable to understand the complexity of the machinery processes if major defects arise. Engineers are required for analyzing the problems and finding remedy, and modify if required in most economical manner, thereby, minimizing the expenditure of the govt as well as downtime of the machinery.
Some people think that running a technical department is easy because only technicians play role in it. For instance, in Mechanical/Automobile Engineering dept, job is managed only by mechanics. If this concept is true, then govt would not recruit mechanical/automobile engineers.
I am of the opinion that an officer-
For instance, proper management of spare parts, maintenance and repair of machinery, it can be done only when he is well versed with its working principles, procedures and processes. Ppeople are well aware that taking help of outside experts or dealer is not very economical and the process is time consuming as well.
In our state only few vacant posts of mechanical/automobile engineers are advertised after gap of many years. However, many obtain degree every year resulting in unemployment in the sector.
I feel that only technically qualified people should be employed in the area which requires technical expertise. It is just to explain the nature of job and problems of the mechanical/automobile engineers.

GoAP claimed that govt. is financially strong and stable but this statement really confuses me a lot.
On 5th October, 2015 The Arunachal Times reported that govt is financially stable.
If that is the case then why even after 2/3 year, govt have failed to sanction my MR bills as well as Non refundable GPF withdrawal.
I am sure it’s the problems of all the state government employees but no one dare speak a word about it. Hope my message will be read and Government of Arunachal Pradesh will do something about it.

Improve BSNL connectivity
Dear Editor,
Through the column of your esteemed daily, I would like to request the kind attention of BSNL authority regarding the poor mobile phone network in Palin town in particular and Kra Daadi District as a whole.
For the last one month the customer of the BSNL, the lone service provider, are facing untold misery due to the poor network in the entire district. It seems that the company is indirectly looting our innocent customers and thereby making huge sum of money through call drop” since the last one month.
Therefore, I appeal to the concerned authority to verify the technical problem as soon as possible for a better mobile phone service in entire Kra Daadi district.

Conduct fair exam
Dear Editor,
This is to draw the kind attention of the state government and the concern department.
After going through all the hue and cry of the experienced hardworking candidates, it is known that lots of cheating and manipulation takes place in the JE exam.
Some of the candidates forcibly bring mobile phones and other materials and threatens the invigilator of dire consequences, the invigilator fearing for later consequences allow them and cheating is done freely. One of my senior said, “If you’re good in cheating, you’ll qualify”.
If this is the case then how can a hardworking candidate compete with them? The state government should provide adequate security personnel by providing police and paramilitary forces in every classroom so that invigilators are not threatened and strict checking is done or the police personnel should be assigned as invigilator.
Therefore, I request the state government and the concern department to make necessary arrangement and measures. With this, I hope to see a fair and conductive atmosphere in the coming JE PWD exam to be held on 10th and 11th October.
