APCC remind BJP of anti defection law

ITANAGAR, Oct 7: The Arunachal Pradesh Congress Committee (APCC) has said that BJP should not dream or imagine forming the next govt in Arunachal Pradesh as they have done in 2003. It said that BJP must know that the anti-defection law is in place.

If BJP is ready for mid-term poll, all the eleven BJP MLAs should give in written, said Padi Richo is a press statement.

On the acceptance of resignation of Gabriel D Wangsu and Wanglam Sawin from the membership of the Legislative Assembly,  APCC defended the Speaker’s move to accept the resignation of the two MLAs and said that laid down rules and regulations were followed.

However, both the MLAs have made it clear that they were misled into signing the papers.

 

Union expresses anguish

ITANAGAR, Oct 7:  The All Tutsa Students Union (ATSU) has expressed anguish over alleged forced resignation of two MLAs Wanglam Sawin, MLA 55- Khonsa East and Gabriel Denwang Wangsu, MLA 58-Kanubari.

Union has condemned the alleged foul play used by state Congress leadership in the resignation matter.

ATSU stated the act of Congress leadership is against the people’s mandate as they demanded passing of stay on the notification of Legislative Assembly Secretariat.

 

AAPSU appeals all not to

entertain fund seekers

ITANAGAR, Oct 7: All Arunachal Pradesh Students’ Union (AAPSU) following reports of collection of donation from various market associations, businessmen, senior officials, leaders and well wishers etc. by some individuals and groups in the name of the union has alerted all not to entertain those donation seekers in any way.

It is learnt from reliable sources that few individuals and groups are found involved in collecting donation in the name of AAPSU for the proposed protest dharna at Jantar Mantar Delhi against the recent verdict passed by Supreme Court directing the State Govt. to accord citizenship status to Chakma-Hajong refugees settled in the state.

AAPSU said that it has not yet assigned anyone, including its executive members, to collect any kind of donation or aid in any form in the name of AAPSU.

 

District water sanitation committee meet held

ITANAGAR, Oct 7: The district water sanitation committee meeting was held yesterday under the chairmanship of Deputy Commissioner of Lower Dibang Valley district Ravi Dhawan. The meeting was held to chalk out Annual Implementation plan (AIP) for Swachh Bharat Mission (Gramin) for the year 2015-16 for Lower Dibang Valley District.

The committee while unanimously adopting the AIP of SBM (G) for 2015-16 also resolved to include expenditure on certain awareness generations and publicity items that have multiple uses like dustbin, notice board etc in the IEC activities for the district. The board also resolved to continue the verification of the constructed Individual Household Latrine (IHHL) by the constituted Board before the release of fund.

Earlier, M. Linggi, EE(PHED) informed that during the current year, the Govt of India has set a physical target of 764 IHHL, 12 Community Sanitary Complex and 12 Solid Liquid Waste Management for Lower Dibang Valley District.

WKIPS delegation meets CM

ITANAGAR, Oct 7: A delegation of West Kameng Indigenous People’s Society (WKIPS) headed by its patron, Parliamentary Secretary, DHPD Phurpa Tsering and Parliamentary Secretary PHED Kumsi Sidisow today met Chief Minister Nabam Tuki at his office chamber. The delegation discussed regarding the upcoming West Kameng Indigenous Festival. WKIPS is the umbrella organization of the district which brings all the major tribes into a single platform. The festival was started by the society last year to promote the traditional culture, customs and to maintain communal harmony amongst various communities in the district.

Chief Minister has assured the society for the financial support for the festival celebration from his end. He also promised to look into the demand of including the festival in annual calendar of state festivals. The Chairman of the Festival Committee Yeshi Tsewang and the General Secretary, WKIPS, Passang Dingla louded Chief Minister for his assurance and stated that it will greatly help the indigenous people of West Kameng district.

 

‘Allow us to count state labour force’

ITANAGAR, Oct 7:  The All Arunachal Pradesh Labour Union (AAPLU) in a representation to the state Chief Secretary today urged him to issue orders to all head of departments to allow the Union to count group C, D employees and labour force to determine their exact number in the state.

 

ECCE-cum-VHND & ALMSC meetings held

ITANAGAR, Oct 7: As part of the second phase of the Early Childhood Care & Education (ECCE)-cum-Village Health and Nutrition Day and Anganwadi Level Monitoring and Support Committee (ALMSC), separate meetings were held under Urban ICDS Project Itanagar at WCDTC Vivek Vihar, Chandranagar and at Daath village, Jollang respectively, which was attended by respective councillors and chairmen/members of ALMSCs.  

Addressing the said meeting, CFNEU, GoI, Itanagar unit DO, T Bannerjee outlined the practical problems being faced by the ICDS functionaries for effective implementation the ICDS and allied activities including infrastructures etc. and sought support of village community/ local bodies.

At Daath village, Jollang, 11th Baath-Ganga Zilla Segment ZPM, Techi Mecha attended the programme along with ASMs and GPMs today. Assuring all possible help, she further exhorted all the Anganwadi workers and helpers present during the programme to deliver their services sincerely for effective implementation of the scheme.

Chairman, ALMSC, U/H Sector AWC, Tach Tapum and Councillors Tagru Takap and Goral Talang, attended the programme at WCDTC Vivek Vihar and Chandranagar respectively.

 

Training for nurses

PASIGHAT, Oct 7: The 21 days Skilled Birth Attendance (SBA) training of nurses organized by the District Health Society, East Siang concluded at General Hospital Pasighat Tuesday.

Two GNMs and 2 ANMs each from Tirap, Changlang and Lower Subansiri district attended the training which was conducted by Dr D. Dutta, gynecologist, CHC Ruksin and Dr J Darang, gynecologist of General Hospital, Pasighat with technical support of T Taggu, HE, SBA training facilitator.

Besides theory classes, the trainees were given hands on training on conduct of ANC in OPD. Emphasis was given on pantograph plotting during deliveries and individually conducted deliveries, laboratory test for pregnancy and hemoglobin estimation etc.  

Two trainees scored cent percent marks in the post test conducted among trainees on completion of the training.   DIPRO

 

Orientation programme on MsDP

AALO, Oct 7: A day-long orientation programme on implementation of Multi-Sectoral Development Programme (MsDP) was organized by the Mechuka Block Development Officer at Panchayat Hall, Mechuka on Oct 6. The Programme held under the aegis of department of Social Justice and Empowerment and Tribal Affairs of the state Govt was attended by panchayat members of Mechuka–Tato Anchal Samity Block.

Resources persons Henge Riba of the District Planning unit, Nyoi Nyodu, EO (RE) Kaying-Payum,  C Ninu, Mechuka BDO and Nyaki Rike, EO (RE) spoke on the aspects and  importance of MsDP.

Society inspects private schools, submits report to DDSE

AALO, Oct 7:  Members of APWWS West Siang Wing, have in a consolidated report submitted to the West Siang DDSE stressed on proper sanitation, security fencing, classrooms, separate toilets for boys and girls and verification of antecedents of teaching and non-teaching staffs.

The APWWS wing has submitted the report after its team, comprising of president Marbom Bagra and vice president Roge Ado Ete and general secretary Hoksum Ori, inspected various private schools of Aalo township and Kamba  including; Karpu Kendra Vidyalaya, St. Thomas, Kidzee, St. Xavier, St. Mary, Rising Sun, Sipu Puyi, Tagore Mount,  Gyan Sagar, SFS College, St. Paul, Siyom Valley School Pessing, 100-bedded Girls schools, Public Sun City School Kamba, Adi Ato Topo English, Parents Hope English, KPE Christ the King Public and Siyom Valley Schools from Oct 29 to 6. SHG members attend Bhoomi- 2015 workshop

ITANAGAR, Oct 7: In all, 11 members from Future Generations Arunachal, a SHG of the state, participated in a day-long workshop Bhoomi- 2015, Festival of Living Soil, organized by New Delhi-based organization Navdanya in collaboration with India International Center in New Delhi on Oct. 1 last.

During the workshop, members of Self Help Groups and other stakeholders were informed about the harmful effects of chemical fertilizers on soil and were urged to desist from using it. The technical session was also aimed at making people aware about organic method of farming. The trainees were also taken to arts, craft and handlooms centres during the workshop.

 

Inter-school badminton tournament at Ziro begins

ITANAGAR, Oct 7: The Bamin Tani Inter-School Badminton Tournament began at Multipurpose-Indoor Stadium, Hapoli here yesterday.

More than 59 participants—both boys and girls-- from 24 schools in and around Ziro plateau are participating in the tournament.

Ziro EAC Mobia Tai, who inaugurated the tournament, recalled Bamin Tani as very sincere and dedicated teacher. Bamin was former Principal of Govt. Hr. Sec. School, Ziro.

Appreciating the initiative of the former students (of 2007-08 batch) of GHSS, Ziro, he encouraged the students towards games and sports.

District Sports Officer Ajong Sitek motivated the participants toward sport and also highlighted various programmes and policies of the state government for the benefit of the sportspersons.

Mein seek reason for dismissal

ITANAGAR, Oct 7: Its game of wait and watch as there is no word yet on what actions are being taken a day after Chief Minister Nabam Tuki is reported to have recommended to the Governor Jyoti Prasad Rajkhowa for dismissal of four cabinet ministers.

Raj Bhavan is reported to have received the recommendations but with the Governor currently out of state on official engagements, it is unlikely that a decision will be taken before Oct 11.

The names of Agriculture Minister Chowna Mein, Panchayati Raj Institutions and Cooperative Minister Kumar Waii, Women and Child Development Minister Wanglin Lowangdong and Food and Civil Supplies Minister Kamlong Mossang are believed to be in the list. This daily had earlier reported the name of Civil Aviation Minister Thangham Wangham, who is not in the list.  

Speaking to PTI, Mein said it is the prerogative of the chief minister to drop any minister but he has to cite the ground for dropping a minister.

Mein said that "It is party's inner democracy to oppose somebody. There could be difference in opinions but it does not mean that the person who opposes the leadership should be dropped. This is unfortunate,”  

Mein alleged that in the last one year there has been no governance at all and that the finance situation of the state is in shambles. “Being the minister in charge, the chief minister should discuss the financial condition of the state in the cabinet and should have sought suggestions from his cabinet colleagues on ways and means to improve the state's financial health but he never discussed with us," Mein said.

 

 

Equip mountain states with adequate resources: Tuki

Sustainable Mountain Development Summit – IV opens

ITANAGAR, Oct 7: Chief Minister Nabam Tuki said that government of India should seriously think about equipping the mountain states with adequate resources. He was speaking at the opening of the IVth Sustainable Mountain Development Summit which started in Itanagar on Wednesday.

Chief Minister said that the role of Union Government is paramount in providing an umbrella for all the mountain States, preferably in the form of a separate Ministry.

Chief Minister added that issues and challenges emerging from replacement of Planning Commission with NITI Aayog and recommendations of the 14th Finance Commission need to be discussed and overviewed specifically with regards to the mountain states.

He suggested that mountain states come in one platform to think together for a sustained existence for the sustained existence of the mountains.

Union Environment of state for Forest Minister Prakash Javadekar, in a message, said the Centre has earmarked Rs 150 crore for a detailed study of the Himalayan ecosystem.

He said that during the Winter Session of the Parliament, a meeting of MPs from the mountain states will be convened to discuss the issue.

Resident Coordinator UNDP Dr Yuri Afanasiev said that Prime Minister’s Office is keen that UN supports the North Eastern states.  We are here to understand how we can come together for the region, he said.  Fentry Mein Jaiswal, who is the convener of the event called for change in policy decisions as she said that most policies relating to issues of food and agriculture do not reflect the needs of the mountain region.

Lok Sabha MP from Sikkim PD Rai said that mountain states are not receiving the required attention from Delhi as he underscored the need for more attention from Parliament for solutions to problems confronting the mountain states of India.

President of Integrated Mount Initiative Dr R S Tolia said that when mountains speak, everyone has to listen while Ramesh Chand, Member of Niti Ayog said that planning need to be in touch with ground realities for a holistic development plan.

Chief Secretary of Arunachal Pradesh Ramesh Negi said that there is need to understand the local sensitivities while formulating policies citing the example of sustainability of Jhum cultivations.  He said that it was imperative that there is an acknowledgement that challenges in mountain regions are different from the rest.

Member, National Disaster management Authority, Kamal Kishore said that there should not be comprise on safety issues as he called for activation of District Disaster Management Plan in the region. He said that it was responsibility of mountain states to ensure safe environment policies not only for those who reside in the mountains but downstream as well.

Dr David Molden, ICIMOD, Kathmandu also underscored the need for protection of not only mountain regions but downstream as well.

Organised by the Sustainable Development Forum Arunachal Pradesh (SDFA) under the aegis of Integrated Mountain Initiative, around 235 delegates from 12 mountain states of the country as well as Nepal and Bhutan, including 45 thematic experts in the fields of Disaster Risk Reduction, Mountain Agriculture, Forest, Public Policy and Climate Change are participating in the three-day event.

In the second day, the events include fourth Himalayan Legislators' Meet and a Chief Secretaries conclave.

 

 

Governor seek Centre’s intervention

to improve road connectivity

ITANAGAR, Oct 7: Arunachal Pradesh Governor J P Rajkhowa has called on the Union Minister for Road Transport and Highways Nitin Gadkari in New Delhi today and  sought his intervention  to improve road communication in the  state.

Arunachal Pradesh has been suffering for decades due to absolutely poor road-connectivity, the Governor said   adding that for socio-economic development of the state as well as the success of the Act East Policy, it will be necessary to improve the road connectivity of Arunachal Pradesh with the rest of India and within the state by connecting all the district headquarters, other administrative headquarters, important towns, clusters and villages, through building up and upgrading existing National Highways and state roads. While appreciating the minister for taking bold steps in improving the connectivity through the Trans-Arunachal Highway project, the Governor added that the roads from Assam border to the twin cities of Itanagar- Naharlagun, which are in terrible shape, need to be maintained and upgraded.

There is a need for a Frontier Highway connecting all the important centres along the International border, through Tawang, West Kameng, East Kameng, Kurung Kumey, Kra Daadi, Upper Subansiri, West Siang, Upper Siang, Dibang Valley, Lower Dibang Valley and Anjaw districts, the governor said.

While reiterating for construction of East-West Industrial Corridor of Arunachal Pradesh,  Governor suggested for construction of East-West Industrial Corridor from Bhairabkund (West Kameng District) to Ruksin (East Siang District) via Bhalukpong-Seijusa-Digalmukh-Balijan-Naharlagan–Kimin-Likabali-Dipa-Nari (431Km), along the Inter-State border with Assam.

The Governor, who had taken up the issue of road communication in the Governors’ Conference on Act East Policy, reiterated that under the Act East Policy, 12  numbers  of Inter-State road in SARDP-NE, Phase-B (Orphaned Road) should be taken up by the Ministry of Road Transport and Highways through National Highways and Infrastructure Development Corporation Ltd. (NHIDCL). Taking up the Indo-Bhutan-Lumla-Tashigang Road with the Union Minister, the Governor said that the road project should be taken up urgently for strengthening the border trade between the two countries. Apart from giving an alternate road for the people of Tawang to reach Guwahati and other parts of the country, this road will facilitate trade, tourism and other economic activities between the two countries.

In the meeting, the Governor also called for upgrading the 160 Km of the Historic Stilwell road on Myanmar side as part of “Good Will Mission” under the Act East Policy.

Governor further requested the Union Minister for Road Transport and Highways, for his intervention in sanctioning and construction of about 47 Km stretch from the BRTF road point, Khonsa village to Khanu Village, Longding district, thereby connecting the two circle headquarters opened in 1957-58.

The Union Minister for Road Transport and Highways assured to look into the issues positively.

Later the Governor, who recently chaired a high level law and order review meeting, also called on the Union Home Minister Rajnath Singh  and briefed him on security issues of the state, including impact of recent Supreme Court verdict on Chakma Hajong issue.  (PRO to Governor)

 

 

Orgs demand punishment of rape

ITANAGAR, Oct 7: People from different walks of life, including school and college students, representatives from various NGOs under the banner of the Women Welfare Society (WWO) have carried out a peaceful rally at Seppa town on Oct 7  in protest against rape of a minor girl at Seppa on Oct 3.  They also demanded non-bailable arrest warrant and stringent punishment to the accused as per law.  Representatives of East Kameng Social Welfare Cultural Organisation, All East Kameng Students Union, Changtam Ane Society (CAS), Sonam Sister Self Help Group, Sangtam Ajin, Arunachal Helping Hand Society and Ajin Self Help Group participated in the rally.

Meanwhile, taking  suo moto cognizance of the reported minor girl rape case in East Kameng district recently, Arunachal Pradesh State Commission for Women (APSCW) has requested the District Administration and Police department to expedite the investigation and nab the culprit at the earliest for exemplary punishment under relevant sections of the law. Expressing deep shock over the rape of a minor girl, APSCW  said recent increase in crime rates in the state is very disturbing and the law enforcing agencies need to tighten the security for women and children. The APSCW is also functioning as a Commission for Protection of Child Rights of the state.

All Nyishi Students’ Union (ANSU) condemned in its strongest term the recent incident of sexual abuse of a 5-yr-old girl in Seppa.

The students’ union demanded the district administration and the police to award exemplary punishment for the peadophile and also urged not to grant bail to the culprit.  

The Nyishi Nyem Acham (NNA) also vehemently condemned the sexual abuse of the minor girl and demanded punishment for the culprit as per law.

 

 

PWD to start renovation of Capital roads

ITANAGAR, Oct 7:  PWD (Highway) will soon start the renovation work of NH-52 A (now known as NH 415).

While sharing this, Chief Engineer highway (Western Zone) Bora Ete informed that the repairing work will start after October 15.

“All the process has been completed and we will start work soon. We are going to carry out repairing work in 16 Kilometre stretch in the first phase.  I assure the people of capital complex that this time we will not compromise with quality and best work will be done. But we also need support of the citizens in our endevour,” said Chief Engineer.

Further, he informed that Hollongi-Chandranagar stretch of four lane highway is expected to be completed by 2016. He also added that a new proposal for the Itanagar-Banderdewa four lane project based on some of the input given by Ministry of Road Transport and Highway (MoRTH) has been submitted to Secretary MoRTH for consideration.

“As part of proposal, 1.30 kilometer bridge will be constructed starting from Nirjuli till Karsingsa to avoid the sinking zone. This will help to solve the perennial problem of Karsingsa sinking zone. If everything goes right, we are hoping to award work before end of this financial year. We are determined to construct a world class four lane highway, which the people of state will be proud of,” continued Chief Engineer.

The pathetic conditions of capital roads have made life miserable for the people of twin town.

Meanwhile, when contacted an officials of TK Engineering informed that Yupia-Potin stretch of Trans-Arunachal highway project will be handed over to PWD by December this year.

 

 

CM seek early clearance of power projects

ITANAGAR, Oct 7:  Chief Minister Nabam Tuki has called for early clearance of various power projects in the state. He said this during a meeting with newly appointed CMD of power giant NHPC K M Singh along with NHPC Director, EDs and Chief Engineer who called on him  at his residential office this evening.

Chief Minister specifically called the power giant to impress upon Union Government to expedite clearances required from various ministries to start up the works on the ground.

They had a discussion on the hydro power projects taken up by NHPC in the state.

Earlier today, NITI-Aayog member Ramesh Chand met the Chief Minister at his official bungalow and discussed at length on issues relating to the state’s development.  Tuki apprised Chand on the strengths and potentials of Arunachal Pradesh in the field of agriculture and allied sector and sought support from the NITI Aayog to augment the sector. He also briefed him about the disability factors which had been hampering the state’s development in view of the denial of funding from the World Bank, Asian Development Bank and then the JICA.

The Chief Minister requested Chand to put forth the challenges of the state in the forum of NITI Aayog to ensure liberal funding for the reason that the state had been a late starter in the journey of development. The visiting member assured to provide all possible support to the state.

 

 

Delegation apprise Nitin Garkari on

Kanubari-Longding highway

New Delhi, Oct 7: A 12-member delegation from Longding on Wednesday met the Union Minister for Road,Transport and Highway Nitin Gadkari and urged him to take necessary action in the alleged scam in the highway construction between Kanubari and Longding in the state.

The delegation, who met Gadkari at his office, also stated that the people of the Longding district will allow the road construction only if the Gujarat based Monte Carlo company executes the work by itself.

The community has alleged that the Gujarat based construction company named Monte Carlo was given the tender to construct the Longding-Kanubari Trans highway early this year. However, instead of executing the work themselves, it has sub-contracted the work to a local company owned by Nabum Tulon, months before the work was to be started.

"The people are ready to co-operate with the Monte Carlo Company management if they themselves execute the work. The contractors coming outside Longding District have always compromised with the quality of work. Therefore, to maintain quality of work, we again pray Transport ministry authority to intervene in this matter and direct the Monte Carlo Company," reads the memorandum submitted to Gadkari.

Expressing disappointment over awarding the tender to a second party by Monte Carlo Company for road construction, the minister was told that in case Monte Carlo is not in a position to execute the work, then the Road, Transport and Highway ministry should re-tender the same so that the other competent and interested Companies will have an opportunity to participate in the tendering process.

Taking cognizance of the matter, the union minister has assured the delegation of necessary action and also ensuring that there is no hindrance in the proper road construction between Kanubari and Longding.

 

 

HSDF holds consultation on climate

change adaptations for NER

ITANAGAR, Oct 7: A group of research scientists, experts, administrators, government officials, community leaders and representatives from various civil societies from entire Northeastern states and other parts of the country came together for the second regional consultation of multi-stakeholders Himalayan Sustainable Development Forum (HSDF) at National Institute of Rural Development and Panchayati Raj, Guwahati on Monday.

GB Pant Institute of Himalayan Environment and Development, Kosi-Katarmal, Almora organized the consultation.

The consultations were held on climate change and disaster risk reduction, tourism and climate change and environmental governance for effective climate change adaptation.  

The major recommendation for disaster risk reduction included climate modelling, hazard resilient local action plan with focus on reconstruction and resilience, etc., while recommendations for tourism and climate change included switching to low volume and low impact community based ecotourism, development and popularization of alternative destinations.

The experts stated that environmental governance for effective climate change adaptation must redefine development goals, improve the governance giving due regard to gender equity and traditional knowledge of communities of North East Region.

Former Chief Secretary of Nagaland Alemtemshi Jamir, who inaugurated the consultation, stressed on scientific approach in adapting to the changing climate scenario in the Himalayan region. Though NE state have prepared State Action Plans for Climate Change (SAPCC) to mitigate and adapt the climate change impact in the region,  mechanism of implementation of SAPCC needs to be properly developed for entire NE region, he said.

He further mentioned that governance issues needs to be seriously focused for NER and development of the region should be based as per its carrying capacity with due emphasis on designing of appropriate development models and policies, keeping in view the unique geomorphology of the region.

Dr. PP Dhyani, Director of Institute (GBPIHED) provided a brief overview on institute highlighting its scientific excellence in research and development; the institute is second in the world for R&D publications in Himalayan region.

He also appraised the delegates on major   roles and responsibilities of the institute in translating in to action major missions at national level particularly National Action Plan on Climate Change and developing guidelines and action plans such as Governance for Sustaining Himalayan Ecosystem (G-SHE).

Prof. R.M Pant, Director of NIRD&PR-NERC stressed on the deteriorated environmental situation in region suggesting for  hand-holding of diverse stakeholders for the development and conservation of NE Himalayan region.

From Arunachal Pradesh,  Additional PCCF Dr. Pradeep Chaudhry, and Dr. VK Sharma, SIRD, Itanagar attended the programme as resource persons and took part in the consultation.

ITANAGAR, Oct 7: United Students’ Federation of Aalo (USFA) appealed to the authorities concerned to make dengue test kits available immediately at District Hospital, Aalo following a disclosure that the hospital is an acute shortage of test kits for dengue treatment at Dist Hospital.

A team of the USFA yesterday met District Medical Officer Dr Marbom Basar in his office chamber and enquired about the availability of dengue test kits and preventive measures undertaken by the health department.

The team was reportedly told by the DMO that the District Health Society has been facing problem in dengue treatment due to non-availability of test kits as per the requirement.

He, however, said that the department is conducting dengue awareness programs in various villages to contain further spread of the disease. He said that the District Health Society is planning to carry out more such awareness programs to provide the first hand knowledge to the rural populations who are vulnerable to the disease.

USFA further urged the DMO to issue directives to all the nurses and paramedical staff in various PHCs, CHCs and health sub-centres to perform their duties effectively and stay in their respective posting places so that the poor people can avail their services regularly.

 

 

Textile & Handicraft Dept to take up

district specific requirements

ITANAGAR, Oct 7: The department of Textile and Handicraft will take up district specific requirement as per traditional expertise for various handloom and handicrafts products under the Chief Minister’s Indigenous Textile Promotion Scheme. It was decided in a departmental meeting to review and chalk out strategies for implementation of all programmes of the department, including the Chief Minister’s flagship programme.

The meeting held under the chairmanship of Tahang Taggu, Commissioner, Textile & Handicrafts, decided to uplift District Emporiums with more innovative, vibrant products to provide maximum marketing facilities, to take initiative for establishment of raw material bank, introduction of jacquard, dobby machines, setting up of refresher training centre, providing improved tools to the passed out trainees for skill up-gradation of local artisans.

Further, the meeting decided to introduce Textile Park, Textile Tourism and Mini Urban Haat in the state besides upgrading the sericulture farms established in various districts.

The department will also introduce state award to handloom and handicrafts weavers and artisans.

 

 

Mission Indradhanush – II launched

Itanagar, Oct 7: Tawang Deputy Commissioner Duly Kamduk today formally flagged off two ambulances at the District Hospital, Tawang to mark the launching of Mission Indradhanush- II .  The ambulances  were destined to immunize children below 2 years of the outreach areas of Tawang district.

“Two teams have been constituted for intensified immunization of  unvaccinated or partially vaccinated children”,  informed Tawang DRCHO Dr. Lobsang Tempa.  He further informed that the first team will concentrate in Dudunghar region while the second team will cover far flung areas like Taksang Gompa, 4 & 7 Kilo labourer camps and nomadic yak herders.

Later in a meeting at the DMO’s chamber, the DC took stock of the health scenario of the district and  emphasized on the need to create mass awareness on health schemes and programme through various media and Panchayat institution for  effective involvement  of stakeholders to achieve the target.

 DMO Dr. Wangdi Lama appraised the DC of various issues and problems of the health sector.  He also asked the DRCHO to deliver a radio talk on the vaccination programme for mass awareness.

Among others, Medical Superintendent N. Namchoom, MO, CHC Jang Dr. Rinchin Neema and health officials  attended the programme, reports Tawang Vigilance.

AALO: The Mission Indradhanush-II was launched in West Siang district with administration of first oral vaccine by Aalo ADC  Tamik Talom to a child at General Hospital Aalo  today amid presence of large number of medical staff. However, the vaccination programme has already started in far-flung areas of the district.

Speaking at the launching ceremony, Talom said the Mission Indradhanush-II should reach every nook and corner of the district.  He urged the medical staff to   work with commitment for successful implementation of the programme.

Talom also flagged off the hired ambulance for emergency service in the hospital and stressed on proper  maintenance of it to render humanitarian services in the hour of crisis.

PASIGHAT: East Siang DC Isha Khosla reviewed the preparation of 2nd phase Mission Indradhanush and chalked out plans to ensure that no children below 2 years are left without immunization during a meeting convened in the DC’s conference hall here today.

The meeting was attended by the PMC Chief Councillor Denong Tamuk, DMO Dr. M Perme, DRCHO Dr. T Gao, ZPM Tajing Taki and DD ICDS Ponung Ering Angu among others.

Khosla instructed the health officers to put all efforts to cover all unvaccinated children against seven preventable diseases in the district under the 2nd phase of Mission Indradhanush. She instructed the health officials to involve ASHAs and AWWs for the second phase of vaccinations.

Chief Councillor Tamuk also advised the councillors in urban areas and PRI leaders in rural areas to be proactive and to spread the message of benefits of the immunization for a better and healthy nation. (DIPROs/ Source)

 

 

Self-development camp for youth at Koloriang

KOLORIANG, Oct 7: Various speakers during a self-development camp for youth organized here recently gave emphasis on channelizing youth energies and discouraged early marriages.

The camp was organized by Learning & Doing Centre Society and sponsored by Sarva Shiksha Abhiyan (SSA), Kurung Kumey.

Attending the programme, Deputy Commissioner Mamata Riba called for channelizing the talents of local youths by organizing such innovative programmes. Emphasizing on the need for promoting girls education in Kurung Kumey, she requested all concerned to put extra efforts into this direction.

Delivering his key note address as resource person on disadvantages of early marriage, Circle Officer Nangram Pingkap said that peer pressure, drug addiction,  lack of knowledge on sex education and misuse of information technology are the major causes of early marriage amongst the students.

Pingkap further asked the youths not to become slave to gadgets like mobile phone and computers rather use these tools for the productive purposes that will ensure nation building and human development.

Speaking on the occasion as resource person on “Prevention of Children from Sexual Offences Act” (POCSO Act 2012) Police Sub Inspector Dopi Pakam, highlighted various provisions of the Act and asked the youths to report in case any kind of these provisions are violated anywhere.

Bullo Abo, Health Programme Manager Kurung Kumey spoke on the importance of keeping good health, especially amongst the girls to become healthy mother.

Tai Tach, DDSE, Kurung Kumey, Nangbia Reema, Coordinator, SSA, Phassang Bhunghi, President All Nyishi Youth Association (ANYA) Kurung Kumey unit also spoke on the occasion.

Upper Subansiri bandh affects normal life

DAPORIJO, Oct 7: 12-hour Upper Subansiri bandh call given by All Tagin Youth Organization (ATYO)  has affected the normal life of the district on Wednesday. However, there was no report of untoward incidents from anywhere in the district and the bandh passed off peacefully this evening.

The business establishments in Daporijo town closed their shutters and the traffic movement, except ambulance service, vehicle on magisterial duty and media, remained off the road. Bandh also affected the normal life in Dumporijo, Taliha, Nacho and other towns in Upper Subansiri district.

District police along with CRPF personnel under the supervision of SP Taru Gusar were deployed in vulnerable areas since morning to prevent any untoward incident.

While talking to this reporter, ATYO leaders led by its president said that the organization will launch  24-hour bandh call if the district authority fails to fulfill its charter of demand at the earliest.  The  six-point demands of the organization include immediate maintenance of road from Daporijo to Ziro, Daporijo to Basar, roads within Daporijo township, establishment of new SBI branch at Dumporijo and Nacho, one ATM booth each at New Market and Medical Line Daporijo, improvement and proper functioning of BSNL network in Upper Subansiri and a opening of a sub-treasury office.

 

 

Governor’s intervention sought in

state’s political imbroglio

ITANAGAR, Oct 7: Arunachal Students Federation (ASF) has sought the intervention of the Governor over dismissal of the two MLAs as well as the reported irrevocable resignation letter signed by 17 MLAs.

Terming the dismissal of the two MLAs unconstitutional, the ASF in a memorandum to the Governor said that the resignation drama of the two Congress MLAs exposed the dirty politics prevailing in the state.

The entire process has made mockery of the democracy. It is tantamount to besieging the entire parliamentary and legal legislative process and holding the will and aspiration of the democratically elected representative at ransom to whim and fancies of an individual or coteries of people who want to make this state a totalitarian state, the memorandum said.

Entire fiasco warrants a thorough investigation, the federation said adding that the State Governor  should constitute a high power inquiry committee to dig out the truth.

ASF, however, appreciated the courage shown by Gabriel D. Wangsu and Wanglam Sawin, who dared to expose the ill-design and nefarious motives of the present government.

It is high time for other MLAs too, who allegedly signed the so-called irrevocable resignation letters to come out in open in the interest of people and democracy. In no circumstances they should buckles down to such types of blackmailing and pressure tactics.

Congress should not punish people of Arunachal

The ongoing political turmoil once again raises serious question mark over the role of central Congress leadership in running party in the state. Time and again Congress party has allowed rebellion to go out of control which not only affects the developmental activities but also creates law and order problem in the state. In the year 2011 after the unfortunate death of the then Chief Minister Dorjee Khandu in a chopper crash, Arunachal witnessed intense power struggle.

Just month after late Jarbom Gamlin assumed office of Chief Minister, the dissidence activities started in the state. At that time present Chief Minister Nabam Tuki who was APCC President and also a senior cabinet minister rebelled against Gamlin. For almost 5 months state witnessed massive breakdown of law and order and development took back seat. At that time, had the central Congress leaders intervened in right time the situation could not have gone so bad. The delay in clearing the air over leadership cost state dearly. Now history is being again repeated. Though there is strong rebellion growing in the state Congress, the central leaders are once again keeping mum. As some of the ministers and parliamentary secretaries are camping in Delhi, it is badly affecting the developmental process.  The whole state is silently praying that the fight between Congress leaders does not spill over into the streets. If that happens, it will badly hurt the social fabric of this tribal state.

Aya ram gaya ram politicians should be shunted from public life

Dear Editor,

Political dissidents in Arunachal are not new especially when the ruling party of the State is different from the party that rules at the centre. Leaders and people alike refuse to learn lessons from the past. The fresh rounds of dissident movements making the news are only creating more trouble for the Congress-ruled state of Arunachal Pradesh which aggravated after the 2014 general election.

In the short modern political history of Arunachal dissidents movements that happened on numerous occasions have only brought miseries to the people because it affects the developmental activities. History is testimony that a new regional party formed out of defections to align with the ruling party at the centre has only short lived with change of guards at the centre. It is known to people that such political arrangements are temporary in character driven by greed for power with opportunism as its ideology. The news report that BJP is open to the idea of dissident Congress leaders joining force to form the government in Arunachal, said by a senior BJP leader in the state, makes BJP a party with no difference. Is BJP ready to take that risk after all politics is all about perceptions.   Aya ram gaya ram politicians should be shunted from public life.  

There are various issues that requires undivided attentions of our legislators including the latest ruling of the Supreme Court on the issue of granting citizenship to Chakma-Hajongs, sluggish economy, rehabilitation and reconstructions work after the havoc that was created during the monsoon seasons, unemployment, insurgency spill-over etc. But it seems the luxury of Delhi, fondly called as ‘camp’ during dissident movements, is too alluring and important than the needs of the people who are left in their respective constituencies in misery, under-development and at the mercy of sycophants of these leaders.  Probity and dedication in politics of Arunachal is an alien word.

If the rumours of insurgents groups coercing legislators to switch loyalties to form new governments are true than its a grim reminders the India’s policies to counter insurgents in the North East has to be redrawn and rhetoric replaced by concrete actions. Who is patronizing theses insurgent group? If they are being patronized by political leaders than the intelligence agencies should inform this to the Government, both State and Centre, and concrete action should be taken against such insurgent groups and leaders. The general fear is that the trend of strong insurgent-politician nexus that rule the roost in other parts of North East is being copy-pasted in Arunachal. This is not the future that the younger aspiring youths of Arunachal ask for. They deserve more.

Technical expertise is necessary

for some departments

Dear Editor,

It is well known that in most of the state and central  govt departments, mechanical/automobile engineers are not meant for designing/manufacturing of vehicles, equipments and plants rather their task is to maintain and repair the machinery that are used in the department.

The exact nature of job is to manage spare parts through procurement or otherwise and supervise repair and maintenance works besides managing its staff which include mechanics, electricians, welders, turners, drivers etc.

I am a mechanical engineer working in central govt department.  As per my experience, mechanics and other trades can undertake only routine jobs. They are unable to understand the complexity of the machinery processes if major defects arise.  Engineers are required for analyzing the problems and finding remedy, and modify if required in most economical manner, thereby, minimizing the expenditure of the govt as well as downtime of the machinery.

Some people think that running a technical department is easy because only technicians play role in it. For instance, in Mechanical/Automobile Engineering dept, job is managed only by mechanics. If this concept is true, then govt would not recruit mechanical/automobile engineers.

I am of the opinion that an officer- in- charge of any job should not only be restricted to the management of its staff but also must be able to understand other complexity involved. He should be able to find solution to any problem related to the job. The officer should be able to utilize available resources including man power in most effective, efficient and economical way.

 For instance, proper management of spare parts, maintenance and repair of machinery, it can be done only when he is well versed with its working principles, procedures and processes. Ppeople are well aware that taking help of outside experts or dealer is not very economical and the process is time consuming as well.

In our state only few vacant posts of mechanical/automobile engineers are advertised after gap of many years. However, many obtain degree every year resulting in unemployment in the sector.

I feel that only technically qualified people should be employed in the area which requires technical expertise. It is just to explain the nature of job and problems of the mechanical/automobile engineers.

Financial stability

Dear Editor,

GoAP claimed that govt. is financially strong and stable but this statement really confuses me a lot.

On 5th October, 2015 The Arunachal Times reported that govt is financially stable.

If that is the case then why even after 2/3 year, govt have failed to sanction my MR bills as well as Non refundable GPF withdrawal.

I am sure it’s the problems of all the state government employees but no one dare speak a word about it. Hope my message will be read and Government of Arunachal Pradesh will do something about it.

Improve BSNL connectivity

Dear Editor,

Through the column of your esteemed daily, I would like to request the kind attention of BSNL authority regarding the poor mobile phone network in Palin town in particular and Kra Daadi District as a whole.

For the last one month the customer of the BSNL, the lone service provider, are facing untold misery due to the poor network in the entire district. It seems that the company is indirectly looting our innocent customers and thereby making huge sum of money through call drop” since the last one month.

  Therefore, I appeal to the concerned authority to verify the technical problem as soon as possible for a better mobile phone service in entire Kra Daadi district.

Conduct fair exam

Dear Editor,

This is to draw the kind attention of the state government and the concern department.

After going through all the hue and cry of the experienced hardworking candidates, it is known that lots of cheating and manipulation takes place in the JE exam.

Some of the candidates forcibly bring mobile phones and other materials and threatens the invigilator of dire consequences, the invigilator fearing for later consequences allow them and cheating is done freely. One of my senior said, “If you’re good in cheating, you’ll qualify”.

If this is the case then how can a hardworking candidate compete with them? The state government should provide adequate security personnel by providing police and paramilitary forces in every classroom so that invigilators are not threatened and strict checking is done or the police personnel should be assigned as invigilator.

Therefore, I request the state government and the concern department to make necessary arrangement and measures. With this, I hope to see a fair and conductive atmosphere in the coming JE PWD exam to be held on 10th and 11th October.
